The Community Council receives planning applications from both the National Park and West Dunbartonshire Council  planning departments. Copies of Applications pertaining to our Community Council area are either posted to us or when specifically asked for a particular application.  We are then asked to comment on such plans and where a contentious issue arises we call a public meeting to discuss the application with those locally involved. It should be noted that we do not get involved with extentions to peoples houses, conservatories etc. we leave these matters to the Park Planning authority, unless we are specifically written to on the matter. We concern ourselves  for example with, housing developments, new build in Balloch, Communciations poles/towers, Bridges, Piers/jetties, Temp permissions for events in Balloch Park and the like. We are not allowed to publish planning applications but these can be viewed by the public at NPHQ, Balloch Road.  We are allowed to publish our reports.

It should be remembered that community councillors are not planning experts but we do our best to investigate contentious issues and put our views and that of the public to the planning authorities.  Many areas of contention are down to policy for an area and most policy dates back to 1999 and before. An example of this can be seen in the housing development proposed for Carrochan car park where two policy areas, one housing, one for commercial premises were deemed by planning that the area could be used for just housing. The new 2007 Local Plan for WDC should be finalized and adopted this year. The National Park Local Plan is at the early consultation stage and should be adopted by 2008. Link to PAN 47.



Lagoon, Loch Lomond Shores PDF Print E-mail

There were moves afoot to make the Lagoon a harbour in 2002, allowing larger boats to enter.   The community council had many reservations as to why  change from tranquil area to busy area was being applied for.  We made enquiries what the National Park planning policy was for the Lagoon.  We held meetings with the main players, LLShore, SED, National Park, local businesses. We asked for various conditions to be applied to the application before supporting it fully.  Seven days after the final meeting the application was withdrawn. Pier Road Flats PDF Print E-mail

The original application for the Pier Rd Flats was supported by the Community Council. It comprised a traditional style of building with attic windows on the third floor. However, the National Park Planning officers returned the application stating the building did not comply with planning advice notes (PAN) for new build in urban area.  The application was reworked and the planners were happy with the design.  The community council took a different view that any new building in the village area should match or complement the surrounding buildings.

Action Plan PDF Print E-mail

Action Plan December 2002 The Action Plan appears under its own menu heading and in the planning section as it represents the wishes and aspirations of the community as to the priorities they see are important to them in Balloch.  Many of their aspirations require planning permission, such as the new landscaping for Balloch proposed by SED. As this Action Plan was finishing its consultation exercise SED had started on plans for Balloch.  It is now over 4 years since 3,000 households in the area received the Action Plan in December 2002. Our newsletter BALLOCH FUTURES published December 2004 gave an update on progress with the Action Plan.  Almost all the actions within the plan are now completed and how this was achieved is explained in greater detail later in the article.

 

The Action Plan booklet was produced by Community Futures. The booklet can be accessed HERE as a pdf download. A new Action Plan for our community council area is being finalized for December 2007.
